I am pleased to have the opportunity to open the debate on the Second Reading of the Health Protection Agency Bill, which was introduced to this House on 27 is only a small Bill, but an important one because the agency which it creates is a central part of improving the delivery of frontline.
The Health Protection Agency (HPA) was a non-departmental public body in the United Kingdom. It was an organisation that was set up by the UK government in to protect the public in England from threats to their health from infectious diseases and environmental hazards.
It did this by providing advice and information to the general public, to health professionals such as Parent agency: Department of Health. The Health Protection Agency’s role was to provide an integrated approach to protecting UK public health through the provision of support and advice to the NHS, local authorities, emergency.
Section 1 - Health Protection Agency. Section 1 (1) provides that there is A body corporate known as the Health Protection Agency, or, in Welsh, Yr Asiantaeth Diogelu Iechyd. Section 2A - Functions in relation to biological substances.

Summary and Background. The purpose of the Act is to establish the Health Protection Agency as a UK-wide non-departmental public body. The Agency will be able to undertake both health functions and radiation protection functions including functions carried out by the Health Protection Agency Special Health Authority and the National Radiological Protection Board.
The Health Protection Agency will have a major role to play in many types of civil emergency, yet the most that is hinted at in the Bill is that it will be obliged to, 'co-operate with other bodies which exercise functions relating to health or any other matter in relation to which the Agency also exercises functions'."— [Official Report.
